1. How can my company participate in the Dukovany Nuclear Power Plant Project?
  • The Dukovany Project is structured in such a way that Korea Hydro & Nuclear Power (KHNP), as the EPC Contractor, signs the main contract with the Project Owner, EDUII, and is responsible for the overall Project Management (PM). KHNP will award contracts directly to subcontractors for approximately 200 Auxiliary Equipment & Materials (AE&M) packages, which cover all auxiliary and supporting systems required for the power plant, except for the main equipment.

    In addition, KHNP will sign contracts with Team Korea companies for five main areas (civil & construction, design & engineering, major equipment, commissioning, and fuel supply). Each member of Team Korea will then engage Czech, Korean, and international subcontractors within their respective scopes to build the supply chain.

    The subcontracting schedule for each area will proceed step-by-step according to the timelines established by the responsible company.

  • All contracts for this project will adhere to fair, transparent, and competitive bidding procedures. There are two pathways to participate in the Project:

    1. Submit bids for the Auxiliary Equipment & Materials package, which will be directly tendered by KHNP

    2. Join subcontracting opportunities announced by each member of Team Korea for their specific project fields

    Subcontracting structures may include single contractors, consortiums, or multi-tier subcontracting. If a company does not have sufficient capabilities on its own, it may participate by forming partnerships with other companies (e.g., subcontracting or forming a consortium).

2. I would like to participate in subcontracting for the Dukovany Project. When can I apply?
  • The schedule for subcontracts of the Dukovany Project will be opened step by step, in line with the bidding schedules of each member of Team Korea in their respective fields. Companies wishing to participate should regularly check the schedules and requirements of the relevant Team Korea member and complete all registration and preparation procedures in advance. The major expected timelines confirmed so far are as follows:

3. What is BOP?
  • BOP is an abbreviation for Balance of Plant, which refers to all auxiliary systems of a power plant excluding the main equipment. However, to avoid confusion with the commonly used BOP concept in the Czech Republic, the Dukovany Project uses the term Auxiliary Equipment & Materials (AE&M) package instead.

  • The AE&M package consist of more than 200 individual packages. This is the area where suppliers will sign contracts directly with KHNP. It will also be the first work scope within Team Korea to begin bidding, with package-level tenders opening sequentially starting in November 2026.

  • To participate in the AE&M package, suppliers must complete registration as KHNP’s Qualified Supplier. After registration, suppliers must pass a formal evaluation process, which includes assessments of their management, technical and quality capabilities. Registration must be completed by February 2026. If registration is delayed, the required evaluation may not be completed in time, which could result in difficulties in participating in the bidding process.

4. What items are included in the AE&M package?

5. I want to check whether my company can participate in the AE&M package. When will the related evaluation criteria be available?hat items are included in the AE&M package?
  • The required documents for registration and the evaluation criteria will be released in December through KHNP’s Supply Chain Management System (SMS) - https://ebiz.khnp.co.kr/loginCzech.do. The criteria will not be the final confirmed standards, but you can use them for a self-assessment to determine whether your company can participate in the AE&M package. If any changes occur later through discussions with the Project Owner, additional updates will be provided.

6. How can a supplier register to participate in the Project?
  • KHNP’s Supply Chain Management System (SMS) - https://ebiz.khnp.co.kr/loginCzech.do is available for companies wishing to participate in the early stage of the Auxiliary Equipment & Materials (AE&M) package, for which KHNP is responsible.

  • To register as a supplier and participate in the AE&M package bidding process, you must first obtain an account (ID/PW) for the system. Based on previous experience in creating accounts for Czech companies, the main difficulties frequently experienced were as follows:

    • Q1. Why does it take a long time to create an account?

      A1. The process to create the account is not automated. The information must be manually verified by the staff. Therefore, it may take several days to complete. Additional automation functions will be implemented in the future.

    • Q2. My application was returned. Why did this happen?

      A2. If the company name, address, or other information is entered in Czech, the application will be returned. All information must be entered in English (e.g., letters with diacritics are not allowed).

    • Q3. I have been waiting, but I have not received any response from KHNP. Why?

      A3. The reply is sent to the email address you entered. In some cases, the email address may have been entered incorrectly. Please verify and ensure that the correct email address has been provided. Also, even if KHNP sends the reply, it may not be received due to server issues on the recipient’s end, or it may be delivered to the spam folder. 7. What level of technical capability, quality, and certification is required to participate in the AE&M package?
  • In terms of technical capability, CE Marking is required in addition to ASME certificates (N, NPT, NV, etc.) for the mechanical part, and IEC for the electrical part.

    • Important to Nuclear Safety (ITNS) or Non-ITNS equipment that are classified as Nuclear Island (NI) items shall comply with ASME certification mentioned in the table below. In the case of non-Nuclear Island items, EN codes shall apply.

    • In terms of quality level, the required quality requirements differ depending on the quality class (Q, A, S) of the item your company intends to supply. The quality-class application criteria agreed upon so far with the Project Owner are as shown below. You can check the quality class and whether the item is classified as ITNS in the AE&M purchase technical specification.

    • In terms of quality certification, according to the current agreement with the Project Owner, separate certificates for ASME NQA-1 and ISO19443 are not required. However, if your company operates a quality program based on ASME NQA-1 and ISO19443, it will meet the requirements.

8. Can we know the expected schedule for each AE&M package, such as the bidding announcement date and the target contract date?
9. Are there any requirements from KHNP to participate as an N-th tier supplier? How can we participate?
  • Suppliers who will be directly managed by KHNP will be limited to companies that sign direct contracts with KHNP. Members of Team Korea, such as KEPCO E&C, KEPCO KPS, and Doosan, will handle their own subcontractors (1st-tier suppliers). KHNP will not directly manage N-th tier suppliers that do not have contracts with KHNP.

  • However, KHNP requires that 1st-tier subcontractors satisfy the technical and quality requirements specified in KHNP’s contract. If an N-th tier subcontractor supplies items within the scope of a 1st-tier contractor, the N-th tier subcontractor must also meet the relevant technical and quality requirements.

  • In addition, KHNP has the authority to access facilities related to the subcontracted work, including those of N-th tier suppliers, to verify that the quality program is being properly implemented. KHNP may also conduct periodic audits, surveys, and inspections.

10. We want to participate in the project by partnering with Korean companies that have previous supply experience. How can we do this?
  • KHNP is operating a program that allows Korean and Czech companies to grow together by combining their strengths. Through this program, we aim to expand opportunities for Czech companies to build long-term partnerships and to participate in various industrial sectors in both countries. The detailed operation methods and procedures of this program are currently under discussion with the relevant authorities. Once the plan is finalized, we will provide guidance through the official channels.

11. We want to know how to obtain project-related information. What should we do?
